Essex Mental Health Intensive Enablement Service: An Evaluation by HACT

Essex Mental Health Intensive Enablement Services (EMHIES) provides a supported housing service for individuals aged between eighteen and sixty-five with complex and enduring mental health needs. Metropolitan commissioned HACT to undertake an in-depth evaluation of EMHIES.

For this evaluation, HACT

  • Conducted in-depth interviews with key stakeholders from both the commissioner, Essex County Council, and the relevant health authority, Essex Partnership University NHS Foundation Trust (EPUT);
  • Conducted In-depth interviews with key Metropolitan staff, including EMHIES Service Managers;
  • Reviewed relevant documents from Metropolitan and Essex County Council pertaining to the service; and
  • Undertook a cost analysis of EMHIES, to assess its value for money.

The results show that EMHIES provides an effective service, helping to prepare individuals for independent living by offering them a level of choice and control in a safe, controlled and supported environment. Moreover, it does this more quickly and effectively than residential care, and at a lower cost.
